Following the assessment of the National Institute of Public Health in Kosovo and the Office of the World Health Organization in Kosovo of the epidemiological situation in Kosovo as a “reduced risk situation” compared to the previous one regarding the spread of COVID-19 disease, the Kosovo government held a session on 31.05. 2020 and adopted Decision 02/38 which provides for the following:
1. Opening of all land borders in Kosovo, ie land borders in Merdare, Vermice, Kulle, Hani i Elezit, Jarinje and Dheu i Bardhe (following the annulment of the decision dated 13 March 2020 nr. 01/09 point 4 to close all land borders).
2. The following rules will apply for all persons entering the territory of the Republic of Kosovo (after the annulment of the decision nr. 02/35 point IV dated 27 May 2020 to oblige all persons to self-isolate for the next 14 days after entering):
- all persons are obliged to submit to the controls of the medical teams at the border points and to implement protection measures against COVID-19;
- all persons entering the territory of the Republic of Kosovo and possessing a negative result for the COVID-19 test, not older than 4 days, will not be subject to self-isolation procedures;
- all persons who have not undergone the COVID-19 test, are obliged to self-isolate for 7 days.
3. Opening of café-bars, bars, restaurants and shopping malls (following the annulment of the decision dated 13 March 2020 nr. 01/09 point 6 to close café-bars, bars, restaurants and shopping malls).
4. The decision (dated 13 March 2020 nr. 01/09 point 9) which reduced the actions and the essential staff for public institutions is annulled. Therefore, all public institutions, including the courts, should continue to operate at full capacity. In this regard, the Kosovo Juridical Council has issued a decision that the courts should continue their work from 01.06.2020, in compliance with the measures to limit the spread of COVID-19 including the holding of court hearings without the presence of the public.
5. Annulment of the decision nr. 01.16 dated 26 March 2020 which terminated the educational process in Public and Private Education Institutions at all levels, and provided for a recommendation to release one parent from work. Further, Government Decision no. 01/07 dated 11 March 2020 point 1.1 is amended and supplemented as follows:
- opening of kindergartens and nurseries for children from 0 to 5 years in public and private pre-school institutions;
- starting of the preparations for the achievement test with the ninth grade (return of the ninth graders to school should be done from June 8 to June 19 in order to hold the achievement test on June 23, 2020);
- starting of the preparations for the high school graduation with the twelfth-grade students (the return of the twelfth graders to school should be done from June 15 to June 30 and the holding of the high school graduation test on July 4, 2020);
- allowing practical/ laboratory classes for higher education institutions and organizing exams with strict implementation of the recommendations of the National Institute of Public Health in Kosovo.
